Offensive to the average citizien

As of 2006, according to the Austrlian Census, over 60% of the Austrlian population are Chrisitan of some form. In the United States this number is apporximately 75%.
One of the tenants of Christianity is that homsexuality is bad, as is sex out of marriage (the only type of sex homosexuals in this country can have).
Homosexuals make up 2-13% of the population in Western countries by most studies estimates.

In pure statistics terms, the sort of terms that Governemnt boards plan to use to regulate our internet, homosexuality is 'offensive to the average citizien.' Currently homsexuality is not included as RC (Refused Classification) content. Homosexuality of course wouldn't be included, not openly at least. However, part of current government plans involve non-admission to the public of those sites considered RC.

Some examples of RC: instructions on safe drug use, information on Euthenasia, various fetishes, and essentially; whatever they decide to introduce at will.

Does the Austrlian Government have a right to remove from the internet whatever they wish? Does it have the right to keep the content of these removed things a secret?
What offends you? What offends the voting Christian population?
